She's not drunk (yet) when Cecil arrives at the party but she is a little buzzed. Penelope has been a bit of a hermit lately, so it felt nice to get out and get her drink on, loosen up a little. Seeing Cecil, someone she doesn't actually dislike at this school, she somewhat hesitantly walks over and gives him a small wave. "Hey, Cecil. Welcome to the party."
