Have there ever been incidents where people have cheated by messing with them? Like, could you theoretically get a Bludger to target an individual or a team? Not that you ever would, a'course.

Yes. There's ways to tamper with the bludger itself ahead of games.
An easier and I assume less traceable way would be to jinx it while it's in play, on the field. It's tricky, and involves direct eye contact with the bludger at all times, so it's not pulled off very easily, but it's one of the things we watch the crowd for.
And no, I've never done that either.
